• Tribes 2\GameData\base\prefs\ClientPrefs.cs Make sure it's not read-only or anything. I think it saves to file right after you hit SAVE on your loadout but I forget.

• Honestly, though, I wouldn't even bother trying to make new interiors for Tribes 2. There is no in-game downloading of interiors and absolutely no chance of people downloading map packs.
