If I were to attempt to make a voice pack..
And I really am being generous with the word 'attempt' because I never scripted for Tribes 2 and 2011 isn't really a great year to start because a lot of online resources are no longer available, as well as access to individuals who had specific knowledge on the matter...
ANYWAYS, I'm assuming that I'm going to want to follow the ECM guidelines, right? Anything else I'd have to worry about/do?
Also, if I wanted to distribute it (and I do since I feel if I can make a working voice pack then why not share it?), how would I go about creating a .dso or .vl2 or whatever needed for distribution?

It would be nice to have a universal voice pack, that's compatible with everything and works with everything.... if that's even possible.
Here's what I dug up in 30 sec:

You're supposed to remove .dso's, and I even found a .vl2 file that deletes .dso's, but I haven't tested it so I don't know if and how it works (ask if you're interested in it).
This old forum also has some info... I think searching for voice packs there might help:
