Man I remember when I would get like 350-400 ping when I had 56k all I would do is switch to defense whether it was farming turrets or defending Generators, but ping never stopped me. Just stopped others with my laggy kills haha

350-400 was my normal playing ping rate and frame rate would drop to around 7 fps in the middle of heavy action on a fully populated server. Was like a slide show on my end. When we would scrim on a closed server with 10v10, I didn't lag as much. I actually got worse at aiming when I went to DSL. Go figure.
Not to stray off topic:
Bots will never give you the random chaotic game play that a human populated serve does, no matter how high you set the AI.
man my 56k never stopped me. 250-300 ping is NUTHIN'.
That's what pushed me to cable (now DSL) back when I was playing T1. I got all excited when I picked up a Voodoo2 card to go with my Matrox G400 - but teh lag was still there. I got cable and found out that the sniper rifle actually *did* serve a purpose other than creating appointment and frustration.

His siege maps have good AI. If you're looking for bots who are fun bomber buddies, download Aztec Temple.
