I had a theory that if a 20 mile wide swatch of the rocky mountains were blown to a flat surface, the pressure change from winds coming from the pacific would not make the vapor precipitate on the west side of the mountains, and it would basically turn Arizona/Nevada into a more prosperous biome. This would be one use for several underground nukes (which would still fit under the votes parameters).
But you guys have it all wrong the planet alignment in 2012 along with the planet X and the alien invasion will be the cause for total annihilation. This is no joke.

I expect the economy worldwide to get worse until someone decides to invade someone else, then they will flush the birds - open some canned sunshine upon major population centers, and the world population will be back in the tens of millions. Then the tyrant will arise to rule the world.
We're all gonna die! Well... no... the faithful will be swept in the rapture and taken to Heaven, while the rest will have the task of trying to survive dodging all the screwed up people that got left behind. So technically all the decent God fearing folks that life like good people won't die but will be taken to Heaven. While the rest of the screwed up humanity lives an uncivilized manner performing inhumane actions on each other while professing to be civil, just, and humane.

2. If you are a screwed family member, the scourge of your neighborhood... don't give kids good candy on Halloween...
3. If you steal pens, pencils paper, paper clips and/ or some type of supplies from employer or shoplift...
4. IF you download music, movies, software or "pron" on the inter webs (THEFT) or have a porn stash "hidden from view" (confess your sins and put the pron where mommy, daddy, family, friends and neighbors can see the perv your becoming...
5. In short if you break and continue to break any of the rules set forth by any of the recognized religions... Buddhism, Christian, Islam and Judaism (they are only in alphabetical order (any others aren't approved... except Norse Gods, Roman and Greek Gods. Almost forgot and the Native American, Aborigine, African, Eskimo, and Samoan and Atlantis... oops I forgot Apple, Linux, Microsoft, Intel and AMD, NVIDIA and ATI, Facebook, Myspace, Windows live, Yahoo worshipers) all others are not permitted and you'll burn baby burn ... not to be confused with drill baby drill!
This has been a public service announcement... We aren't all gonna live but we will wish we died especially when the horny flesh eating aliens and their pets arrive on Earth! ;D
P.S. We have been informed that a special category has been set-up for faithful Tribes 2 players. Their game playing addiction has been formerly acknowledged as a religion and while they can't be raptured into heaven... they can and will be ushered into a spiritual server that specializes rotating various mods and maps of Tribes 2 so that all the players will be content to spend the rest of their spiritual time beating the crap out of each other until their time to become corporeal beings has been reached.
Only the extremist dedicated competition players will be denied access to Classic mod and be stuck in V2 mod "Kata" only with a broken vote functions. This meager state of existence will continue until they learn to get along with other players... oops, I guess that would make this purgatory for them! lol
BTW, the original question "What country will be the first to use a nuke for any purpose (testing, civil works, annihilation, ect)?" confuses me since the US already took first place in two of those sub-categories a long, long time ago.
