So, when I'm tryin to set up my account, I get to step 3, do all the stuff, then it says "The server understood your process but couldn't complete it" or something along those lines.

edit: Nvm, I read the Q&A. Dunno why I have to wait a week to try again.

...or you can go to a friend's house/nearby wifi network and sign up there, or ask a friend to sign up for you, etc.

It tracks by the IP used to originally sign up.
